Can someone tell me if this is an error and if it is rare?

Probably some sort of post-mint damage (heat?), but a much larger pic would help, along with a pic of the reverse. to the CCF!

Hard to say from that picture exactly what caused it but it is not an error, just some form of PMDLarger pictures might be able to tell what it is.

Some idiot with way too much time on their hands took a lighter to it and tried to melt it. Still don't get the reason why people do silly pointless stuff like that.

My best guess is a fuse box coin, but like none I've seen before. Seems like some high energy shot through it at some point. Maybe even through an electric chair. Thanks, Doug. PS:

Whatever damaged it, it didn't leave out of the U.S. Mint that way. It's Post Strike Damage ( PSD), because this happened after it left the U.S. Mint.
Errers and Varietys.

Cathi , if that's a finger print it must have been made by a Yeti ( Sasquatch ).

Very nice follow up images. Nice lighting and very clear. They make the damage easy to see.

If you all seen it under a magnifier you'd be able to see where it looks like a fingerprint. But thank you all for your input. I'm new to this, so anything helps. Thanks again
