The BLP gold coins have always been the most difficult for me to grade, especially round this grade level.

MS62+ Nice Reverse Die Gouge. This coin has sufficent details and lack of signifigant marks to make MS

NGC had the advantage of examining it in hand, with a 10x loupe, and were able to tilt the coin with different lighting angles.

I would agree this coin is mint state but I'm surprised by MS-63 from NGC. There are lots of small to medium contact marks which appear to limit the grade to 61 or so. Maybe the luster in-hand is good enough to support the assigned grade.
