I think this is a possible double strike, but we will need full pics of both sides to confirm!

@SL, I agree with the frog that this doesn't appear to be a clipped planchet. I'm a little surprised that there is not a similar groove or flattening on the rev that lines up with this obv groove. I'm interested to hear what others think, but my guess is that it is just damage.

The radius of the error area looks smaller than the radius of the penny. Waiting for the experts. Definitely interesting.

It looks like something on the coin as the rim inside the curve appears to be intact.

Since there is a rim on the clip I would say most likely damage, but possible strike through.

The edge has bulged out at the anomaly . This could happen with a brockage but there would also be evidence of a partial collar to go along with it. The collar looks to have fully deployed when this coin was struck so this looks to be post strike damage.

If it were struck by a second planchet, there wouldn't be the tiny little rim lip; the whole bit would be flat (and rimmed).
