@cathi78, I agree with @john1 that your cent has been damaged. The L in LIBERTY is worn into the rim, but still present.

I suspect a low pressure strike causing a lack of metal flow out to edge.
The "L" never had a chance to separate.
Note that "IN GOD W" is touching the rim.

Or possibly the dies weren't aligned as well as they should have been.

It looks like the die was extremely worn down which is why the Motto is receding into the rim.
