They both look like PSD to the coins. (Post-Strike-Damage)

Not errors, both PMD
In both cases, this didn't happen during the striking of the coin.
Hard to tell as the pictures are so bright but the first one
looks like it has been ground and the second one looks like
someone has tried to paint it.

Actually the shield reverse looks that color when the plating is removed and the zinc is exposed. (not painted)

It's possible it is plating, hard to tell with those photos.
It just looks like to me that the way the letter "O" is
coloured and what appears to be dripping on the right side,
it was painted. Have to have the coin in hand to say for sure.
In either case, it doesn't really matter, it is not an error coin and that is what the OP was asking.

I agree with the Post Strike Damage ( PSD) assessment. Both of these cents are trashed and are only worth face value at this point, if you can get someone to take it.
