I don't know much about coins from overseas however I can help explain the colour of that coin. It appears to be enviromentally damaged. This happens when it is exposed to outside factors and chemicals that change the coin's appearance.
I think it's been exposed to the elements, possibly buried and turned black, and then been put back into circulation which has worn the tarnish off the highest points of the design. Not worth a premium over face value, although the reverse does look rather attractive.
