@tui1990, first welcome to CCF. Second, I agree with @panther than you have linear plating bubbles on this cent. You should be able to depress them with a wooden toothpick.

These bubbles are not so much an error but poor engineering and manfufactur by the mint since they converted to the zinc based cents. These zinc coins are known for rapidly rotting away.
