There could be an issue with Die Deterioration. That maybe causing those devices flowing towards the rim. I've not seen a Lincoln with a doubled die on that area. So if you post images of IN GOD of the motto would could determine that for you, if that is the case.

It is Die Deterioration. Design is moving towards the rims.
