to CCF. Looks like acid damage or heat damage to me. I would not send it in for grading.

Badly damaged coin that has experienced some sort of trauma after leaving the mint.

It's value is 10 cents - what makes you wish to spend $30 to get it graded?

PLEASE DON'T! It's a damaged and beaten coin. It's not worth it at all.

I'm not even sure the regular TPG's would even grade it.
Some items are still given the "body bag" treatment.
