I don't know what they call it where you live but it looks like some type of struck through.

I was thinking an unstruck planchet, but there is no edge milling.
That leads me onto thinking some sort of struck through, as well.

Could just be a coin blank instead of a planchet.

sadly he should not have taken it out of the bag if it was even a blank or stike through, so that there is evidence that it was in fact from RAM, and was indeed a genuine mistake made by the Mint. Seem like it was found in a roll, it times like these when a mint bag would have been better.

Are my eyes deceiving me or has the coin been polished? Could be a case of buffing off the obverse and then a polish to hide the handywork? What is the weight because if underweight then it is a fake.
