The city of issue in this case is Amphipolis, Macedonia, in modern-day Greece. You can read the city name on the reverse: AMPhIPOLEITWN. Reverse type is Tyche seated.
As for the emperor on the obverse, his titles begin AVTOK M AVR, which doesn't help much except to say somebody from the late second to mid third century. The Greek Imperial section of the Wildwinds list for this city has several examples of this design under various emperors; this one is the best-looking. But if I had to guess an emperor, I'd say either Caracalla or Gordian III - he looks young.
