A play on Victory? Victoria is victory in latin. The horseman is clearly experiencing victory.

Well when the province of upper Canada and lower Canada merged only the bank of upper Canada was allowed to continue issuing tokens. So I'll take a stab as both the bank of upper Canada and The Royal Mint are in Toronto
