This would be categorized as a medal rather than a token, the latter by definition being redeemable for some amount or utilized in lieu of official coinage or currency.

A wide variety of medals were put out (including a series by the U.S. Mint) as part of the celebration of the 200th anniversary of the signing of the Declaration of Independence. I'm not familiar with this particular one but I'd comment that as a genre they're on the whole pretty common and often will be found in coin shop "bargain" bins. If yours here is silver in composition, well, then, it does have some worth as bullion, but otherwise, although it's a very attractive design, it's probably not of any great value.
