I found a 1934 penny and 9 is half broken off on the date, is this a mint error of any value or is this some form of an accident? Please help, thank you in advance

Note the dark color under where the tail of the '9' was? It was there and now its gone. PSD.

Not an error, just damage. It happened after the coin was minted.
