First Transitional Mint Error Coin From The Philippines

Can anybody confirm if this is the first transitional mint error coin from the philippines, I just found recently the 2003 twenty-five sentimos attract to magnet, the metal composition is brass plated steel, I weigh-in with 3.6 gram.






As per numista catalog the year 1995-2003
The metal composition should be brass and weight should be 3.8 gram. And definitely not to be attract in magnet.
