Seem to happen only on the fifty dollar note and none of the others, I know that misprint occur. But it seem that 50 dollar have this cutting problem occur more often.

Yeah I think you're right - I've only seen it on $50 notes too I think.
I guess when around half of all notes are $50 notes there's more room for error.
