In my opinion someone didn't have a way to weigh it to see if it was a copper error and put it away then finally got around to checking it (or was scavaging for cigarette money) and found out it's the zinc cent and not one of the previous year copper cents.

@t251994, first welcome to CCF. Second, I just recommended to the mods that your thread get moved to an area of CCF where folks who know this stuff will be more likely to see it. Third, it completely clear to me what your question is. If you are wondering if this cent is an error made from a copper planchet, then a quick method for answering that is to simply weigh it. I know that you said that you don't have access to a scale.

To me it looks like copper plating is starting to separate
from the zinc planchet which would make it the common zinc cent.

I agree with Jimmy,there is another Zin rot spot right at the end of the lower leg of the 3 in date. it does not look like a copper core cent.

Without having access to a scale you can take a pre '83 Linoln cent which will be copper (heavy) and a post '82 Lincoln Cent which will be zinc (light) with just a thin copper coating and drop them on a table. The lighter post 1982 zinc cent will have a higher pitch ring than the heavier copper cent which will sound duller. The zinc will also bounce around more if you can't hear the difference.
