I copied the photos to Irfanview to increase the contrast and brightness. The obverse looks like it has a foreign substance on part of it, like asphalt with small stones embedded. I suppose that's an illusion, but it's hard to see what's actually going on.

Hard to tell but doesn't appear to be a lamination issue.
Trying soaking it in acetone for 24 hrs. and see what happens.

Acetone will not hurt your coin. But you may discoloration after that black crud is removed
