Die deterioration, yes. Or what some would call Late Stage Die, where the die is well into the last legs of usefulness and deteriorating to a point that everything gets distorted. I personally like seeing these for the textured finish but will admit I don't save many.

@gqcoin80127, yes it could be evidence of a deteriorated die. Also, it is a small thing, but next time please include the date, mint, and denomination in your title as this greatly helps us when we go back into CCF history searching on those keywords. Thx!
