Usually the closer to the batsman the better, that way it is harder to hit. Sometimes the ball will travel to the batsman without bouncing and this is called a "full toss" and is usually a batsman's delight. Sometimes the bowler will bowl the ball short deliberately and it will bounce to head height to intimidate the batsman. This is called a "bouncer".
