Any have any suggestions on how a coin can look so good on one side but so bad on the other? It looks to me like the front of this coin has been all scratched up.

to the CCF.

Your coin has experienced some poor treatment known as post-mint damage ( PMD). It did not leave the mint that way and someone caused the damage.

We could be more helpful in our assessment if you take the time to crop the coin images so we can view more coin and less background.

Has been sitting obverse down in an aggressive moisture / liquid environment for a long time.
Chemical PMD.

The coin could have been exposed to anything (chemical or environment) during it's lifetime. Still a nice silver content/value coin!
