I received this 10 dollar bill as change yesterday. Since I'm not familiar at all with collecting I'm wondering if is considered ink smear damage on Hamilton's face or something that occurred after it left the mint. Thank you very much for any help you can give.

to CCF. It looks like a bank tellers stamp to me. Currency is not minted,it is printed at the BEP.

Doesn't look like an ink smear, looks more like damage.
You can see where the dots have been removed.
Can't see how this would happen during the printing process.
