2013 Blue Ridge Quarter Reverse Die Error?

I ran into this looking for errors and was wondering where this fits in. There seems to be a lot of these (searched site) leaf errors. It looks like the die might have had a chip knocked off. But it also looks like a hunk of metal could have been press onto the edge of the leaf. So I thought I would ask forum on your opinions.

Looks like a die chip.
