To CCF! That's not an error. That's called a counterstamp. It was intentionally done after it left the U.S. Mint. Still worth keeping though, as people do collect counterstamped coin. Also worth a very small premium to a counterstamp coin collector.

@mm2994, first welcome to CCF. Second, that is a maveric counterstamp rather than a mint error, probably with either no meaning or a meaaning that has been lost. You could try cross-posting it here as someone may offer additional information: http://goccf.com/t/126486
