It is a die subsistence error. I feel the dies were not tempered correctly. Probably from a bad run. (Just my opinion though) Only known year/mint with this issue. Don't know how many dies were affected. That would require looking at several examples to compare mintmarks then we could get a better idea of how many dies were affected.

@John1, a variaty I think as it was a die issue.

It would be an error, not a variety. Bate, I have posted MS BU examples of these a while ago.

It is not a die variety as the die was normal, but became distorted with use. Not an error, because several dies were affected. Fairly common that year. Just an oddity that year.

Thinking the sunken die symptom is manifesting from one of the dies known to exhibit the recurring die subsidence or soft die error. If we look back, Coops examples illustrate multiple dies in different die states. Thanks, Doug.

The thing on the top corner of the building is not from or caused by a Doubled Die. It's part of the sunken die phenomenon.
