Where does one go to find base values for error coins?

I assume sold listings on ebay, but I was looking for something more 'official' I guess. :D

If you are talking about key coins then look at results on sites like Great Collections or Heritage or Stacks.

For recent coins with small errors you're probably stuck with ebay.
By "small errors" I mean all those DDO's, DDR's and RPM's that are cropping up, such as with Memorial cents.

Coins with die chips probably have no premium.
And Cuds, unless large, would be the same.
And this applies also to "strike-through's" and laminations.

Got to ebay and use the watch list small feature. Click on it and choose research feature. Then when the auctions close, go back later and see what they sold for. Get the prices for 10 auctions and average them to see what they are really selling for. Some pay too much, some pay too little. That way you can get an average. (Consider error - dates - condition of coins to get a better idea of a certain year/mint/type.

ebay sold values is the best you can do for all but the major errors,then use Great Collections or Heritage or Stacks.Here is a general list https://coinsite.com/us-error-coin-values/
