The plating can peel off. But the zinc cores don't laminate. Plating that fell off the other planchets/coins, can be struck onto the next coin. The issue with a lamination error is a rolling issue on copper stock. A piece of scrap material gets rolled into the stock material. After the blanks were created, the setup on the edge loosens lammination on the faces of the blank, later when the planchet get struck, the lamination gets loosened/falls of during/before the striking process, because of being loosened during setup process.
