How do I get info on this? I have a 1983 D over S mint. I don't believe it's been recognized. It has been found. Everything I read says it's damage or whatever. It's not. They need to recognize this!

In able for someone to help, you are going to need to supply
large clear pictures of the whole coin and a closeup of the
Mintmark. You don't even state what the denomination is.

First of all To CCF , your not being specific on what your asking .You have a 1983-D/S what ? so we know what your asking .

Most often when these are reported, the area in question is not raised above the fields. What does that mean? In order for this to be a D over S, it would have to be raised like the mint mark. It if it not raised, then it is just a stain or damage to the coin making you think it is a 'D over S'.
