Damaged. Note how the outside edge is out of round. If it were a struck through, then the edge would be normal and the indent of the item struck though would not have altered the rim and edge.

Defintely damaged after it left the U.S. Mint. It's Post Strike Damage ( PSD). It's worth one cent, because of the damage.
