I have no experience with anvil die struck through capped die coins, but this thing has many characteristics of a struck through capped die while showing rim damage and other aspects of purely a damaged coin.

Interested in knowing what is going on here, so thanks in advance for your comments.

For sure, definitely damaged after it left the U.S. Mint, so it's Post Strike Damage ( PSD).

Note the rim on the ICA on America? You can see where the rim was, but was moved by damage on that area. If it a damaged coin.
