These were pretty common. This is caused by a Die Chip. Years ago on ebay, this used to get a lot of hype and sold for a lot of money. Now it's only worth a few dollars.

Extra claws are a very common die chip to find.

Both are like wrinkles on a senior. Very common and doesn't bring joy to the owner of them. (senior that is)

On the States and ATB Quarter obverses, the DDO's are found on this area 98% of the time.
