Sorry to say that is a scratch on both sides. If you look at it closely, you can see a ridge running along side of the marks. A struck through would have smooth edges. PMDRight now that dollar is just worth bullion value. Don't know how much you paid for it, but hope you can get your money refunded. Edit: Just noticed your heading said retained wire. If there is wire imbedded in the coin, then it is probably a garage job. Also it would be highly unlikely to have a struck through on both sides of the coin.

look at where the "thing" crosses the date numbers. If that was done during striking they would merge. NOT show a gap or smearing as is present. I believe what you see is bending of the "thing" at the edge of the high points it was pounded into.

Just to help explain what we are referring to, this is a photo of a retained struck through wire. Notice on either side of the wire how it is flat to the surface, not raised like a scratch would look like. Hope you can prove us wrong once you get the coin.

I'll agree with everyone here PMD looks like a deep scratch on both sides. If it was a retained wire it would be smooth. Jimmy's picture is excellent reference. When the scratch occurs the metal has to be pushed somewhere, as the scratch goes into design elements/devices it has to either push more metal over to keep the same depth or doesn't go as deep which is why you see differences along the scratch as it goes into different elements. You can easily test this on a junk silver dollar if you want it should result in similar result as your coin.

Maybe we can check some US coins has retained Struck through wire on nickel or silver coins. When you check at the flat area of the coin its submerged/flat but when at the design some retained emerge. Hoping my calculation on this coin get me right.

The position leads to suspicion that these 'errors' contrived by a Mint employee.
