The difference is not a different hub, but an issue with over polishing the die. The polishing reduces the fields, making the devices smaller. So it is an altered die, not a different design. This happens to a lot of dies, even proof dies. So it is not a high or low digit issue.

Mr Coop, thank you for your distinctive explanation! But there's a question why the both two "0" are keeping the same size, nor is getting smaller.

Well the two images you posted are not the same size. Note forehead difference between the two images. Crop both images exactly the same. Eye brow on both, and the bottom of the coat on the right. Then make them both the exact same height. Then you will see if they are different or not.

Mr Coop,I have put them exact the same height but still find the size of the "0" of both of them are the same.

As a conclusion of this topic, in my opinion the low "0" is due to the closely like circle "0" shape, and the high "0" is a upright egg "0" shape, so makes that "0" a little bit higher.

The last set of images show flattening the top loop. (Image on the left)

Mr Coop, thanks for your replying, but if add with the loop shadow part of flattened top,the low "0" is still lower than the high "0".it keeps horizontal to 199.
