This is Machine Doubling. I know your going to say, "no it isn't," but consider this. The devices on the coin are incuse. (sunk into the coin) So on the die, these devices are raised on the die. The slightest movement before or after the strike creates a double look on the devices. This is cause by the machine. The die is normal. On a doubled die, the devices are doubled on the die. I was noticing this happening a lot about a couple of years ago. So I saved 100 of these quarters and noticed the out of 100 coins 70 were similar to this to a minor or a major affect. On the doubled dies on the State Quarters and the ATB Quarters, the doubled dies on the obverses are on the ear lobe 98% of the time. On the reverses the hub doubling is on the centers of the devices.
So on raised devices the devices are reduced on Machine Doubling and enlarged on hub doubling.
On the incuse devices the Machine Doubling enlarges the devices and reduces the size on the doubled dies.
So on your coin it is Machine Doubling (which is common) on these devices. How do I know that a doubled die on incuse devices are reduced?

Machine Doubling, very common on the ATB Quarters.

I would never doubt you like that, coop. You're right, all of the perceived doubling is on the incused devices, so I learned something today. I'll take that and keep searching. Thank you, you're a Guru.

I really do despise looking at quarters, nickels, and dimes. I much prefer to search through pennies, but I ran out and it's Sunday. I'm going to the bank tomorrow for $25 worth of pennies. Wish me luck.

IMO slow up on the searching and speed up on the learning...you might be tossing errors away...Have you gone to Coops Home page or utube site yet...open as many links as you can, plenty of coins around and time to search them...Good luck hunting and have fun
