Including 4 pics but all reverse letters and numbers have this...the obverse seems fine. Thx

Nope, sorry. That's Machine Doubling, which is very common on the ATB Quarters. 98 percent of the time, Doubled Dies will always be in the center of the design.

Because the devices are incuse, the slightest die movement will enlarge the devices. Rules change for raised and incuse letters. Doubled dies on the States quarters and the ATB Quarters will be on the central areas. Impossible on the outer rim letters on the outer circle.

And now the hammer die is of the reverse design,that's why everyone is asking about the reverse of the coins..Right Coop?

I can't say for sure, but probably the hammer is the reverse. What I've always wondered was that all the reverse side of U.S. Coins had the denominations on the reverse. The States and ATB Quarters have the denomination on the obverse. The dates are on the reverse. That gets confusing?
