That was caused by an Over Polished die issue. It's pretty neat.

They were polishing away clash marks from the columns on that area:
2001-P-LMC-Missing-Some-Beard..
Not a great example, but those areas are often affected on the neck area after a clash. (Just can't find a better example that I know I have)
