@bgmike, first welcome to CCF. Second, assuming thatbthe other side of this quarter is properly centered, then you have an example of a slight mis-aligned die. As no details are off the coin, I think that it is common enough to be just worth face value.

If just one side is affected, it is called a MAD (Mis-Aligned-Die) coin. They only warrant a premium when the devices fall over the edge of the coin. If no devices are over the edge of the coin, then it is spendable.
