Looks like a large date to me...I go off the "0" first then the "9"...

One of the best way to tell the difference is the curl on the inside part of the '9':
1970-S-Lincoln-Small-Or-Large-Date?-Help
The die was over polished reducing the date and Liberty devices. But note the large dates are the ODV-25, and the small dates are the ODV-026. Your coin is a Large date. (Note the direction the curl is pointing:

Yes I see the 7 longer leg than length of 1. 7 also shorter than 9 height and lower than 0. Tough on the 9 curl to determine since it looks chiseled. But it does point downward.
