Mike,
I did not notice that, maybe that big flap on the back of his head made him catch a head cold

Looks like a zinc lam, these aren't common and would carry a premium

Is it just the plating that's starting to peel?

Yes and no. I think it was a defective planchet before strike.

Or a piece of foil from another coin was struck to the coin. Way to tell? If there is plating under a peeling edge, then that is what happened. No such thing as a lamination on a zinc cent. Lamination errors are part of poor mix of metal or a piece of debris that is struck onto a normal planchet. Zinc is a pure material and doesn't show lamination issues. Zinc coins can be heated and loosen the plating. Zinc coin can happen a partial plating. Zinc coins can have a rim burr split off the rim. But I've not yet seen a lamination issue on a zinc cent yet.

Mrph12:
What you have is a Retained Interior Die Break (RIDB). Check out Cuds on Coins http://cuds-on-coins.com/ to see if ti is listed.
