I have this 1982 D Roosevelt Nickel that badly damaged. My question is mint error or post mint? Thanks for you time.

Wrong president! That is a Jefferson nickel. It appears to be PMD.

The biggest clue it is fake?
1. If it were double struck, then the reverse would be showing part of the coin, instead of being flattened.

2. The ring on the obverse. If it were double struck, there would be no ring. The ring was transferred from another coins rim area.

Note there is not ring on this coin. Why? The rim is added during the strike. Without an edge gutter, the rim would not be formed on the coin. So a coin transfer to another coin will show this ring mark:

I agree that's it been been damaged and altered outside the U.S. Mint. It's Post Strike Damage ( PSD), not an error coin, sorry. A spender at this point.
