It's incuse, so it must be a scratch on that area. PSD, because the metal is displaced and pushed over.

Got to go with John1 on this one, if it was a scratch on the coin most likely zinc would be showing and would be continueing over devices...also lets look at plating bubble (depressed)..IMO
