This is seen with the missing 4 a lot this year. Steel dies, steel planchets. That was hard on the dies. There was also a problem with die clashes on that year. coop Bedrock of the Community United States 62064 Posts	Posted 05/19/2019 10:32 pm The Steel cents were coated with zinc making them not shiny. When they reprocess them with zinc they are a bit harder to tell from the originals, but they have zinc added to the previous surface and look lumpy. Other times these coins turned rusty and they buff off the rust and plate them. If a single coat of plating is added it will be to shiny and reflect too much light. (note image above) When they are reprocessed, the value is reduced a lot in value as seasoned collectors want the original finish. Errors on this years coins have a higher value, except for the die clashed examples. They happened more often that year.
