The manufacturing and packaging cost per unit would certainly increase the cost of these tiny items, and if you add the ebay listing and paypal fees, it kind of gives a minimum sell price.
That being said, @kanga is right, and I think that they are preying on the ignorant. That is probably the biggest factor in the high price.
My LCS once had a bunch of 1 gram ingots they sold for $1 Canadian each. At the time they probably had 70 cents worth of silver in them. The 30 cent premium was probably a fair markup and represented a novelty value, so I got a few.
However, it is obviously a rather poor investment, and the seller is banking on the buyers making an impulse decision.
