Since PCGS Currency is no longer in business, a PCGS regrade is no longer an option. Also, with the holder opened that way, I believe the note will be graded as a raw note by any other grading service and wouldn't be eligible for crossover consideration.
AFAIK there are currently 4 options for currency grading -
Currency Grading and Authentication (CGA)
Legacy Currency GradingPaper Money Guaranty (PMG)
Superior GradingPMG and Legacy have membership fees and CGA and Superior do not.
ANA members can submit to PMG for free.
Legacy is new and doesn't yet have a track record. It is Jason Bradford's (former owner of PCGS Currency) new company.
IMHO most collector's prefer PMG.
