Yep, that's Machine Doubling. Apparently, the die hopped twice on the mintmark.

Note on the 'TE' on QUARTER, on the cross parts on the upper devices, you can see the same slight MD thee also. Other times you can see the tops of the devices on the mint mark affected, but nothing else. That is because the mintmark may have been set deeper into the die than the devices on the die. So a high bounce could affect just that area. The loose machine is in charge of where it will hit/slide/bounce and if you have several examples from the same die run, they can vary from strike to strike:
