I picked this up at a flea market shop for $12...is this technically a Cud? It is noticeable with the naked eye...Might make a lot with my "booger" Washington quarter....what do you think?

There is a 1959 P listed on Cuds on coins with a similar IDB. Maybe submit pictures to their website
