1998-P-Washington-Quarter---Seems-To-Be-Smoking---Die-Crack?-Valuable?

I am a new collector and wanting to sell but not give it away. I don't find any others after online search. The obverse is roughed up - at first I thought it was a 1995.

Please let me know if this coin is rare or unique or just another garden variety error.

That's a scratch I think, since it's incuse. If so, then it's only worth face value.

The lighting is so harsh, I can't tell if it's raised or incuse. My hunch is incuse because it continues onto the eagle's beak. My vote is damage, no error.
