Ok, so I've tried soap and water, soaking it in vinegar and simply scratching to get whatever this is off but nothing has worked even a little. Can anyone help me figure out what this could possibly be?

Environmental damage of some sort. From the bottom of a car cup holder?

Looks like preferential toning due to exposure to a chemical. What surface the coin was resting on had a similar striped pattern.


Added: in this particular case, scratching was fine because this cent is only worth face value, but I would caution you against employing a destructive test like this. We are all learning here and this could be a pretty cheap lesson for you to learn.

@coop, my first thought was a fingerprint too, but I rejected this because of how straight those lines are.

Some cupholders have that pattern on the bottom to prevent sliding.

There are more under the Liberty area, that are fingerprints, they are curved.
