1999 Doubled Working Hub On 2000 LMC

There is a little known doubled working hub on the 1999 Lincoln Cents. I've probably never seen it outside of Wexler's files because of how minor it is, just a sliver along the left leg.

Today I found a 2000 Lincoln Cent with this exact doubled working hub. 2000, not 1999.

I have two explanations:
1. A working hub (which is also doubled, WWHR-001) was used to create working dies in 1999 AND 2000. But are working hubs typically used for multiple years?
2. Reverse dies used to strike coins in 1999 were reused in 2000. Possible, but is it likely?

Just a doubled working hub used for multiple years, a new minor transitional variety, or a reused die from 1999? I don't know what to make of this coin.

Interesting Tanman. I posted that question a few weeks back and the consensus was it probably happens.
