Second find of the weekend!

Upper right of the memorial, marks are incuse and don't show any signs of metal coming up or out of the marks, so doesn't appear to be scratches.

Any ideas?

Here's an additional photo which should confirm these are both incuse and not plating bubbles.

Look incuse to me. It is coin damage. (they used to call this bag marks, I guess today they are call bin marks. Coin contact from other coins)
